Pre-Starts & SWMS (Application Note)

Managing a library of Safe Work Method Statements (SWMS), and providing those to the teams on site as part of their daily activities is a task that Lucidity can help to simplify. How to incorporate subcontractor SWMS into this process is also a key challenge that Lucidity helps to solve.

SWMS

SWMS are a complex and critical document for undertaking high risk activities. They can take a number of formats, and often they need to be supplied in a very specific layout to meet client needs, and in some cases the needs of a regulator such as the Office of the Federal Safety Commissioner.

For these reasons it is best to treat SWMS as documents - develop them in your preferred format using Word or a similar program, convert them to PDF if they are to be used as-is, or leave them as an editable template.

Store the SWMS in the Intranet Management System where they can be accessed by the team. Versions in PDF and editable format can be included as needed. It is common to include one page dedicated to the SWMS Library in the Management System, often divided into sections for work areas or topics. This is searchable using the built in search within the Intranet, and the page can be linked to other parts of Lucidity such as the Pre-Start Form.

Subcontractor SWMS are usually gathered in one of two ways:

  1. Well in advance of the work being undertaken via the Contractor module at the same time as insurances and other documents. These are stored in the Contractor module and are reviewed by the company after being submitted by the subcontractor (there is a built in process within Lucidity).

  2. On the day of the work, in which case the SWMS is often photographed using the Lucidity App and attached to the Pre-start form (see below).

In either case, it is good practice to create a simple form in InForm for SWMS Review, which acts as a checklist and signoff for any company employee how is reviewing a subcontractor submitted SWMS for suitability.

 

Pre-Starts

Pre-Start forms are created in Lucidity InForm, which allows them to be tailored to the specific needs of each business or project, and completed on site using the Lucidity App. A typical pre-start includes the following:

  • Who is completing or delivering the pre-start

  • The work or job task that is covered by the pre-start

  • The risks are that may be encountered, and specific controls

  • A link to the SWMS Library in the Lucidity Intranet

  • Identification of which SWMS will be used for the work, considering both:

    • Company SWMS which can be selected from a list, and

    • Subcontractor SWMS which can be photographed, attached, or referenced

  • What changes or additional controls may be required to those identified SWMS

  • Sign off by the pre-start participants which may be via:

    • Electronic signatures in the form

    • A photo of the attendees which is attached to the form

    • A photo of an attendance sheet or other paper record

Keep in mind that each form completed includes admin information such as the project, date and time, so this information can often be omitted from the form design.

The guidance and suggestions provided about pre-starts can equally be applied to other work and job management forms such as toolbox meetings, where items such as Safety Alerts maybe be included.
